Upon reviewing the footage, officers noticed a vehicle reversing off the off-ramp, followed by the driver exiting the vehicle.

The driver, later identified as 51-year-old Marcus King, approached the scene of a previous accident that had involved a rolled-over tractor-trailer. Witnesses and police observed him picking up various items that had spilled onto the highway as a result of the crash.
