In contrast, some believe that Amtrak’s struggles stem from its designation as a public service rather than a for-profit enterprise. Jim Mathews, CEO of the Rail Passengers Association, stated, “As a government agency… it is a spectacular success worth celebrating, supporting, and building up.”
