The delay came in the wake of the devastating incident, which left 15 people dead and more than 30 injured. The attack occurred when a driver, identified as Shamsud Din Jabbar, 42, of Texas, drove his vehicle into a crowd and engaged police in a gunfight. Two officers were injured and the suspect was killed in the interaction. The FBI is investigating the incident as a possible act of terrorism.
