What is Mr. Hochul proposing in his national address?
Gov. Kathy Hochul spoke at a press conference to clarify the path to lifting the suspension of congestion charges. The plan will begin with a base fare of $9, down from the original plan’s $15, with a start date of January 5, 2025.

In the address, Hochul I suggest:
- Inflation refund: Hochul said this will result in about $3 billion in direct payments to about 8.6 million taxpayers across New York state in 2025.
- Expansion of child credit: Hochul said the plan would give 1.6 million households annual tax credits of up to $1,000 per child under 4 and $500 per child between 4 and 16.
- Making childcare more accessible and affordable: Hochul plans to spend $110 million building new child care facilities and renovating existing sites.

- Free breakfast and lunch provided to over 2.7 million students: Hochul said her plan will help save money, address food insecurity and increase students’ chances of success.
- Fighting crime: Hochul plans to create the country’s first Criminal Analysis Joint Special Operations Command (CA-JSOC) headquarters.
- Investment in Hudson Valley Rail Service: Mr Hochul said this would increase transport capacity, reduce delays, improve safety and shorten potential travel times.
