Over 25% of NYC’s population – 2 million people – are classified as poor including over 70,000 homeless. 1/3 of NYC’s $12 billion annual budget goes towards supporting the poor.
Weiss’s Plan: Reducing Poverty in NYC:
Weiss proposes a solution to address poverty, reducing it from 25% to 5%. How? By offering $25,000 to “poor” primary tenants with leases on apartments. This includes the 177,000 NYCHA apartments.
No one would be forced to accept the offer. The plan for NYCHA would initially focus on the worst buildings, renovating & converting them to condos.
One of the key components of Weiss’s plan is that it doesn’t just provide temporary relief. It offers a way out of poverty by helping people own tiny homes as condos.
High-Rise Tiny Home Neighborhood Buildings (HRTHNHB’s) Explained
Donald Weiss’s innovative idea revolves around HRTHNHB’s. They would be built as eco-friendly structures. He envisions building these HRTHNHBs across NYC and potentially the entire nation. They would be 20-story buildings with no exterior walls on the top 15 floors. 72 tiny homes would be installed on each floor, creating a total of 1,440 tiny homes. Each tiny home would be 20 ft x 30 ft with a side entrance, 4 bedrooms, a kitchen, a bathroom, and a porch in the front. All eating would be in Common Dining Rooms on the lower floors.
There would not be a corridor but a STREET
“A Neighborhood in the Sky.”
There would be a large enclosed terrace at both ends of the street. Kids can ride their bikes & play on the street, people can stroll meeting neighbors.
This idea would provide affordable housing as rentals or sold as condos. The concept would create a sense of community. The Common Dining Rooms would serve all 3 meals as “frozen diner style” with box drinks & straws.
Each HRTHNHB would have a post office, banks, medical offices + + on the lower floors. Outside will be recreational spaces, including baseball & soccer fields (with bleachers).
Schools will be Pre K through 12th grade. It will be possible to get a High School Equivalency Degree, an Associates Degree or a Certificate of Excellence in some field. This will allow that person to get a job anywhere in the world! There will be a requirement for all, Pre K – 12th grade to attend weekly hand puppet “class” for writing, performing & different ages working together – a new idea from Weiss.
Weiss’ concept he calls Community Living Centers (CLC’s), to be incorporated in some HRTHNHB’s would help the homeless & “disenfranchised by offering psychological and psychiatric help. The “members” who are capable would work in a profit oriented business – the 1st priority being food prep. Others could go to school & those not capable of either would be “cared for”. The CLC HRTHNHB’s would be built on inexpensive land or in cities, like Buffalo, that want that “economic boost.”
“ Rebooting America”
Weiss’s vision can extend beyond NYC.
His first goal is to provide housing for the approximately 30,000 homeless vets!
There are 50,000+ asylum seekers currently housed in hotels in NYC. NY State has a law that requires housing documented asylum seekers but it does not require them to be in NYC. This population would be moved to “less expensive” locations as outlined above.
This will free up all the hotels now housing asylum seekers to provide moderately priced hotels for tourists – if Trump hasn’t scared them all away. Tourists SPEND, SPEND, SPEND!
HRTHNHB condos will give people the ability to own their homes. With reinstituting
US Gov’t Backed Mortgages, a $100,000 tiny home condo could be purchased with $0 down & the mortgage payment @ 6% interest for 30 years would be $600/mo.
Even a couple both working at McDonalds can now own real estate & leave a “financial legacy” to their kids!
Addressing NYC’s Homelessness Crisis
Weiss suggests that NYC should focus on vacant land upstate or in other cities like Buffalo for building CLC HRTHNHBs for the homeless (& disenfranchised).
Weiss’s plan for building the HRTHNHBs & CLC HRTHNHB’s involves wealthy individuals, corporations, and government entities to pay for the construction. Selling the tiny homes as condos would allow the initial cost of construction to be recouped over time. There are about 1,000 billionaires in America!

Donald Weiss was born and raised in St. Petersburg, Florida. He moved to NYC in 1973 at the age of 23, after earning a degree in Real Estate and Finance from the University of Florida. He quickly became involved in real estate, and began working with an attorney to buy apartment houses. Over the years, Weiss developed a deep understanding of the city’s housing market and the challenges faced by people living in poverty.
